A suggestion:
New people looking to sign up need to know why they can't sign up right now. If they see a generic message, they will just think the Fediverse is a joke. So, please be specific with the message they get and let them know that it is due to impersonation spam.

All Fediverse instances need to do this because anyone of them may be someone's first experience with the Fediverse. Seeing generic messages can be a huge turn-off.
