These exact jobs are the easiest to drop completely, if the budgets get tighter.

Inexperienced employees need guidance and training, and they job hop more. Simply not hiring them at all saves money in the short term.

Same is true for many customer facing jobs. How many of them are actually relevant for sales this or next quarter, given that you can just squeeze the remaining employees.
