As for the overall situation you can compare with road traffic. Post-facto interop is something like "if my car fits through here, then that's my shortcut", and over time it becomes a busy crossroad point. Is it safe? No. Responsible? No, unsuspecting pedestrians are killed by cars speeding from unexpected directions? Is it efficient? Not at all, all traffic is stuck, everyone honking their horns. The law of the strongest rules supreme: Big SUV's and careless drivers have the advantage. Traffic is like this in some countries. People get used to it, and things become streamlined to an extent in this chaos. But it is far from optimal.

Now take the US as example. Totally car-optimized (app-centric). To the extent it isolates people even.

In the 70's Netherlands was like the US, but now it is bike heaven.

Was that centrally enforced? No. It was collectively envisioned, and a long-term policy was made. A collective set of rule books and road design guidelines were created. At all levels of Dutch society people worked together during prolonged periods of time to get the Dutch road network to become 'calmer', more suited for people who are on bicycle and pedestrians.

A sweet spot was found on how to do road design, and de-facto a culture was fostered along with that on people making decisions to break a rule and jaywalk across an empty street, when they feel that's responsible. This is not applauded though, but allowed.

Nowadays road design s a global export product of the Netherlands that influences how roads are designed, all across the world.
