@dansup be careful. Don't think for a second that there is not an #ICE or ICE adjacent actor passively pulling toots here.
I warned some in 2005 at the Mobile Convergence of that, particularly in the context of protest. Because protest can also appear as terrorism by some actors, which even in 2005 was apparent in the world.
To get good Intel, they will passively collect until the value they can convert from what they collected exceeds what they think they gain by being passive.
